He pointed out that the interests of the city state are the most powerful interests and contain all the other good. Through me, through Aristotle, I insist that the purpose of the political community in the public space must not only secure the conditions of life but also maintain good life, wellbeing conditions. Through political science, my son and your father Aristotle, used various expressions such as "koinon agathon" and "koinnei sumpheron" to refer to the interests of the city state. Aristotle taught through me, to always keep the people focused on happiness through wellbeing, that is, a good life, and understood that it will be achieved by "noble heroic actions of sacrifice for the collective". In other words, the pursuit of happiness is not simply to maximize wealth, but to participate in public life and to cultivate virtue. Each beneficial form of kingship, aristocracy and democracy function only within limited physical wealth extracted from the bioregion for the wellbeing of the group public space city state. Aristotle calls a good ruling by a man "king kingdom ruler" the virtuous leader king. A good ruling by multiple people of the propertied elite educated aristocracy "nobility" and the governance by the virtuous few for the benefit of the many. And a good ruling polity by many people the democracy "political system of the virtuous many" for the advancement of the many. Each of these three forms of governance advances group wellbeing through distribution of limited physical goods. Each of these three forms of group governance are imposed spontaneously from within through the respective biospirit dominant in each citystate in a functional bioregion of place.
Then within each of these three types of group governance are three kinds of corrupted political systems. The corrupted compromised political form instead of sharing the finite physical focuses on a unique type of theft that instead of advancing wellbeing, actively works through drama and subterfuge to inhibit wellbeing. The first principle to understand is that as tool using social animals we are human beings and function on the actual, finite limited physical form of creation to advance wellbeing of the city of God through the city of men and women: the first is the 'corrupted compromised king, the king tyrant who rules through fear, tyranny and exploitation. Second the 'Occupation oligarch' and the corruption of the aristocracy, group governance by the wealthy few who rule to advance their own wealth perpetuate and concentrate wealth and power into their own elites. And thirdly 'Democratic Government'.
In this classification system, the concept of common interests functions as a normalized standard, and Aristotle taught various political bodies must each authentically evaluate their form of governance, limited resources within their bioregion in light of the dominant biospirit type of each one. Other westernkind thinkers also have an influential idea on common interests, especially in the Roman writer and politician Cicero (106-43 B.C.). "In the law, he says that the interests of the nation are the highest law of the nation. Cicero calls the common benefit 'salus populi' and is literally translated as "health and wellbeing as the supreme good of people" Cicero wrote in the middle of the first century B.C. of rulers’ duty to “watch for the well-being of their fellow-citizens,” to “care for the whole body politic and not, while they watch over a portion of it, neglect other portions,” and not to “take counsel for a part of their citizens and neglect a part.” Salus populi suprema lex esto—the welfare of the people should be the supreme law—. A citizen of a state is a “component part of the people for whose welfare and happiness government is ordained. Cicero also stated that the subject was "Republica" in "Republicist Theory" , and "Republica" was "the project of the people." He also pointed out that "people" does not mean a universal form of arbitrary association but a specific form of association established within the biospirit as bioregional city-state "people who agreed to justice and establish cooperation for common interests." Therefore, Cicero brought a specific concept of common interests to distinguish republic (or a more general state) from other human groups. The republic derives downstream from bioregion of place and biospirit of persons. He insisted that not only individuals would enact and wellbeing of each other, wiuthin the commune of place as bioregion and commune of person through biospirit as the biological family, sacred land sacred sex, but also that they were connected by an agreement on the principle of justice that governs relationships. Aristotle argued that the purpose of political communities is to secure not merely the conditions of living, but those of living well. That is to say, the pursuit of happiness requires participation in a public life of the biological family, within the public space and the cultivation of virtue, rather than, say, the maximisation of wealth. Happiness in this sense should be promoted for all full members of the political community, with the definition of the political community as membership in the family. In Book III of his Politics, Aristotle used the concept of the common good to distinguish several good and corrupt constitutions, or forms of government. On his account, “whenever the one, the few, or the many rule for the common benefit, these constitutions must be correct”. By contrast, if one person, a few, or a multitude only aim for their private benefit, then they should be considered to be deviations from the previous types. Aristotle called good government by one person “kingship”, good government by several people “aristocracy”, and good government by the many “polity”. Corresponding to these three types are three corrupt forms of government, namely “tyranny”, “oligarchy”, and “democracy”. He like Aristotle and Cicero, identified the common good with divine principle and order rooted in specificity of person and place. Consequently, Aquinas held that knowledge of the common good is available to Catholic actors through revelation of creation through the primal forms adjudicated through reason and temperance, modesty and chastity. In his words, “the good of the whole universe is that which is apprehended by the divine principle of celestial integrity and order, Who is the Maker and Governor of all things”. in Aristotle's Nicomachean Ethics and his Politics. Then, I shall describe the way in which Thomas Aquinas takes up this discussion in his philosophical and theological writings. As this inquiry will show, Aristotle poses the question of the common advantage, not in opposition to the advantage of a particular citizen, but in opposition to the private interests of those in power. Aquinas poses the question in the same context. The development which Aquinas brings to this discussion consists of specifying that the political common good is situated in a hierarchy of common goods, and that it is not the only common good which must be considered.
The good is that which is desired for itself, as an end in itself and not as a means subordinate to an end. Referring to the political good, Aristotle speaks of the selfsufficiency of the good. Happiness, which Aristotle identifies with the ultimate good, is "sufficient" in itself; it alone makes life complete and lacking in nothing. Aristotle takes care to note that the sufficiency of happiness, and therefore of the good, is not conceivable in a strictly individual perspective. In order to be complete, happiness must extend to one's spouse, one's children, one's relatives and fellow citizens. As we shall see later, happiness is a common good, of which the personal possession is not to be found without a life in common, which is the sharing of happiness. In his commentary, Aquinas notes that the self-sufficiency of the good implies the fact that happiness is the good in its complete state.2 The endpoint of a natural movement, he writes, must be complete (integrum), since nature is not lacking in what is necessary. Thomas uses the example of the end of human generation : just Aristotle] is showing that the good to which the city is ordered is the highest among human goods, for this reason. If all communities are ordered to a good, then the highest community must be the most apt to discern the good which is the highest among human goods. For the proportion of things which are means to an end must be according to the proportion of ends.
